A teammate’s pull request implements the city’s new rule that managers’ phones are for responders only. Responders say a shelter’s phone sometimes vanishes from their page; the privacy officer says the public page sometimes shows one; and the office reports that a shelter it restricted kept appearing for a few minutes. You are reviewing the pull request.
Responders cannot reach a shelter manager when it matters, a manager’s private number is published, and a confidential shelter stays visible after it has been restricted.
Reproduce
shelterPage(source, "public", "north-hall"), then shelterPage(source, "responder", "north-hall"): the responder should see the phone. Today the responder gets the public copy.
Acceptance criteria
- Responders always see the manager’s phone; nobody else ever does, on a page, a map or a read.
- Every read passes the door with the confidential list as it is now, warm or not.
- PROXY-102’s rules still hold: one county call per shelter per five minutes, whichever audience asks first; failures are not kept.
- Keep the cache only if it is right for every request it answers.
Notes
- Cases print each step’s result joined by “ | ”, then county= and the number of county calls.
- Keep the names and signatures the checker calls: the registry, the endpoints, openSource, and the plumbing.
